Are "Java to exe" still use some kind of Java Runtime environment?

Answer: Yes, most modern Java2exe, Java to exe, Java application launchers are actually do not convert fully Java code to Windows or another OS binaries. Instead, they work like some kind of wrappers that ad executable skin to Java application.

They act like nice looking package that "cover" your code. This does not mean that you must ignore them. Java to exe applications ad market value to your product. Most of modern "Java to exe" tools will give to end users a feeling that they run Windows application not Java.
